Allow a "Reporter" to generate reports

At the moment we utilise multiple "Administrators" to provide the ability to report upon timesheets entries for everyone within our company. This approach is problematic, as it provides too much additional privileges which we do not want for these "reporting" users. Instead, it would be good to be able to assign an "Employee" as a reporter for a "Project", which would let them generate reports for all timesheet entries for that project. By assigning the same "reporting" employee to all projects, we would then be able to generate reports for all our projects. This would negate the need to provide "administrator" privileges for the "reporter" employees.
